Outrage at De Blasio Letting Eva Charters Off the Hook and at Press for Supporting Her Spin

There is much to report on the real story regarding the supposed de Blasio chopping of Eva's edu-political machine. (Watch her run for mayor in 2017). Not reported are issues raised above and below by Julius.

Also consider my report last night about the misuse of the building at PS 241 with numerous violations by Eva as she held an illegal press conference using the school auditorium (Eva Moskowitz Violates Numerous DOE Safety and Other Regs by Calling Illegal Press Conference Inside PS 241).

A Success Academy troll claimed I was lying, in a comment.
This is absolutely not true. There was no press conference held inside the building. There were no scholars held "captive". Dismissal took place at the same time a the press conference was held outside, with all non-DOE materials. You ought to be ashamed of yourself for writing untrue information. Just view the press conference yourself to see that it is, in fact, not in an auditorium. It is, in fact, filled with scholars who are alread with their parents. It is, in fact, not breaking the regulations you and your sources are reporting.

Dear Mayor de Blasio:

I urge you to correct the co-location of Success Academy 1 in the PS 149 building located on W. 117th and Malcolm X Blvd, if you haven't already issued that directive.

It is totally inequitable for Success 1 to have premium contiguous learning space and forcing PS 149 students to learn in the stairwells, overcrowd in classrooms and conduct 4 different types of instruction in one classroom, at the same time no less, just to make room for Success Academy. No wonder PS 149 children are struggling. It's also an incomparable use of the building space.

Eva Moskowitz got space in that building illegally from the very beginning under Klein.

As for the Wadleigh School building located on W. 114th Street, Success must not be allowed to expand further in the building. Under the law she was supposed to have an additional charter to be in the building in the first place. But still, you can't have FDA II and Wadleigh students spread out all over the building, learning in the basement just to give Success premium contiguous learning space in the building. FDA and Wadleigh are entitled to premium contiguous learning space too. And if Moskowitz is not going to put her children in the basement (which I don't blame her), Wadleigh and FDA II aren't going in the basement either. Nevertheless, if all three schools cannot have learning space that meets their equitable needs and have comparable use of the building then there is no room for Success Academy. Remember Success is a non-public school when it comes to land use regulations and it must be treated as such.

Furthermore, the admissions restrictions that Bloomberg placed on these public schools to give the public the impression that these public schools were not in demand just so he could justify expanding Success in those buildings must be lifted. In fact all of the admission restrictions Bloomberg placed on public schools have to be examined. They clearly defied what the parents of those children and the community want.

The schools I would like you to look at that come to mind are in Harlem. They are The Hugo Newman School (P.S. 180) located on Morningside Avenue; The Ralph Bunche School (P.S. 125) located on W. 123rd Street; The Harriet Tubman School (P.S. 154) located on W. 127th Street; The Mahalia Jackson School (P.S. 123) Located on W. 140th Street; and The Mary McLeod Bethune School (P.S. 092 ) located on W. 134th Street.

Be that as it may, the charter school children have to go somewhere. Unfortunately Mr. Mayor you have to eat the results of Bloomberg's evils. So this extra money that Bloomberg was giving to charter schools will have to go toward cleaning up the mess. I suggest that campuses be built or buildings be bought to house these children. Once they are off and running the charter schools will have to pay the property taxes and the expenses to operate the buildings themselves.

The city can even make the charter schools spend some money to renovate or buy such properties so all of the money won't be coming from the city. This way you can rectify more of the mess Bloomberg created.

A political play by anti-Eva charter faction? PLEASE MR. De B, CAN I HAVE SOME MORE RENT-FREE SPACE?
I have mixed feelings about posting this charter propaganda piece, but I'll bite. They have termed themselves "community-based" charters. Someone else would have to check them out to see if they really are community-based. To me a community based charter would be formed by parents, teachers and local community forces and serve the kids of the local school district, not by outside carpet baggers. New Visions? Give me a break.

But maybe de Blasio has accomplished something I wondered about a few says ago: Splitting the charter movement into pro and anti-Eva forces. Actually, Eva's rabid self-serving rapacious slimy disgusting actions has done more than deB's tepid removal of only 3 of her applications. Given the reality of charters it may be time for some of us to take a closer look at alliances with the mom and pop variety vs the big money-gobbling chains like Success and KIPP and the scuzzy smaller charters of the Deborah Kenny variety with massive salaries and many teacher and student push-outs.

There are 183 charters in the city. Let's see how many sign on to this where they call for support for the de Blasio Pre-k rally in Albany over Eva's bogus astro-turf driven one.

This PR release engages in the usual charter blather propaganda bullshit but I'm including it all because ed notes readers know it's crap. How about this?
We play a vibrant role in many communities, particularly those that are underserved, where over 70,000 families and students have chosen the charter option.   Another 50,000 want the educational opportunities that we offer. 
Sure-- show me those 50,000 peoples' names. And how many of the charter school kids actually come from the local communities? But whatever. For this round they are taking the correct position, self-serving as it is. PLEASE MR. DEB, CAN I HAVE SOME MORE RENT-FREE SPACE?

A close look at some of these 17 signees show some charters in trouble. Beginning With Children was slated to be closed by its Board, with a bogus claim its teacher union contract was the reason. Dream has just run into problems with the DOE. Renaissance just list its founders and leaders. Let's watch this one. I'm always interested to see where my old sparring partner Steve Evangelista (alias Kitchen Sink) and his Harlem Link stand on the Eva wars as I believe he has some distaste for her tactics -- and wouldn't she gobble up these small charters by stealing their kids?

Today's announcement regarding the continuance of the charter co-locations at I.S. 96, Seth Low, and I.S. 281, Joseph B. Cavallaro, is a huge disappointment. Many of us who are part of the public school system were hopeful that with a new administration, we'd see a real, meaningful change that responded to the needs of the community. The paltry list of reversals we posted earlier in the day is a major example of de Blasio buckling to the charter lobby.

Two Eva invaded schools in District 20 for upcoming years were being closely watched for reversals, given the outrage expressed at the October PEP shams pushed through by Bloomberg by politicos, parents, students and teachers. Here is the statement released by CEC 20 (Bay Ridge).

Today's announcement regarding the continuance of the charter co-locations at I.S. 96, Seth Low, and I.S. 281, Joseph B. Cavallaro, is a huge disappointment. Many of us who are part of the public school system were hopeful that with a new administration, we'd see a real, meaningful change that responded to the needs of the community. Unfortunately, this does not seem to be the case, as both I.S. 96 and I.S. 281 are still slated for charter co-locations in September 2014.

These co-locations will not only affect public school children and their families, it will negatively affect the surrounding communities. Joining the public school parents, the CECs, and the elected officials who opposed these co-locations was Community Board 11, which issued a resolution in September 2013 opposing the charter co-location of I.S. 281, due to the impact it would have on the area. 

In addition, the Lucretia Marcigliano campus is 400 feet away from I.S. 96, which will house 1100 students. I.S. 96 will have 600 students and the charter will add another 600. Not counting staff from any of the schools, this brings the total number of elementary and middle school students to 2400—all within a one-block segment on Avenue P. Recently, the DOT released a report that showed that 92% of the cars speed within a 1/4 mile of I.S. 96. These are the ingredients for a tragedy!

District 20 is one of the most overcrowded districts in the city and has opened five new elementary schools in recent years. More than half of the student body at I.S. 96 and I.S. 281 are already District 20 students. As students from our new schools graduate, there will only be more junior high school seats needed in the near future. Restricting the number of seats at I.S. 96 and I.S. 281 will restrict the educational future for middle school students in both District 20 and District 21. 

The schools in our districts provide excellent educational opportunities for all children, and we believe that they should receive the full support of the administration to continue their success without being hindered by loss of much-needed space and services.

COUNCILMEMBERS FURIOUS OVER APPROVAL OF CO-LOCATIONS 

SOUTHERN BROOKLYN – Last fall, as chants of “No co-location!” and “Build your own school!” echoed outside, parents, teachers and students packed a public hearing at I.S. 281/Joseph B. Cavallaro on the proposed co-location of Coney Island Prep. But today, those cries were silenced.

Co-location is an increasingly pervasive Dept. of Education policy of sharing space within one building by two separate institutions or schools. Mayor Bill de Blasio and NYC Schools Chancellor Carmen FariƱa promised that all plans approved by the Panel for Educational Policy at the end of the Bloomberg administration would be subject to a full review. People were hopeful. But today, the Administration issued their decision on 45 of the 49 co-location proposals from last fall and only 9 were withdrawn or reversed. 
“If the overarching consideration is what’s in the best interest of the students, then we should deny these charters entry into District 21,” Councilman Vincent Gentile said. “I am very disappointed because the decision to co-locate Coney Island Prep with I.S. 281 does not square with the facts as we presented. I’ve said repeatedly that Cavallaro is already busting at the seams and there is no need for an elementary school in this area. However, there is an overwhelming need for middle school seats. Additionally, I.S. 281 has a District 75 school located within and Coney Island Prep already has a location at St. Simon and Jude with more than enough space. Therefore, one must question the motivation behind wanting to expand within the public school system when they already have all the space they need a nearby private school.”

I am extremely disappointed in the decision to allow the co-location of a charter school at I.S 96 (the Seth Low School) that our district does not need or want,” Councilman David G. Greenfield said. “This co-location will come at the expense of the school's dedicated staff and hard-working students. It's no secret that the only reason this charter school was approved was because of political reasons by Chancellor Dennis Walcott to satisfy a powerful charter school operator. This proposal does not take into account the students' needs or the impact this will clearly have on this important school. I intend to work with my colleagues to fight this decision tooth and nail.”

As we applaud the reversal of the decision to co-locate John Dewey High School, it defies logic that the Department of Education would proceed with the co-location of Cavallaro and Seth Low,” said Councilman Mark Treyger. “The co-location of Cavallaro is simply not feasible. Do the math. Cavallaro does not have the space to accommodate another school. It will be a detriment to Cavallaro and the incoming charter school that will create an unsafe environment for our children. In regards to Seth Low, Success Academy has not attended a single public hearing on the proposed co-location and has shown a lack of respect for all stakeholders involved. Seth Low has made great strides in recent years and co-location will severely impact the principal’s ability to actualize the vision for Seth Low. Like Dewey High School, the proposed co-locations of Cavallaro and Seth Low should be scrapped. We will actively work with parents, school administrations, community organizations, CEC 20 and 21, local elected officials, and all stakeholders to fight these ill-advised and unfeasible co-locations."

'According to reports, there are now about 25 or more cases, and counting, of a new "polio-like" outbreak in California children. Disease control officials have yet to determine the cause of the outbreak and they are looking for a new virus. Perhaps one direction they should take a look at is polio and other childhood vaccinations.

Breaking: Eva Moskowitz Violates Numerous DOE Safety and Other Regs by Calling Illegal Press Conference Inside PS 241

Success Academy parents were in attendance not because they chose to be there but because their children were held captive so that their parents would attend. Success Academy staffers greeted parents arriving to pick up their children (at 4:30) and directed parents into the school's auditorium telling them they could not pick up their children until after this meeting. Many parents were furious and complained but to no avail. They would not get access to the children until Eva had their captive attention.... Report from inside PS 241
When does the time come when this woman's blatant use of children and parents for her own selfish political ends will be challenged? Will de Blasio and Farina show some guts and hold Eva's feet to the fire? I'm betting not with today's sorry showing where only 9 co-locos were reversed even if 3 were Eva's. She should have gotten all of her school invasions reversed. Some communities are already up in arms, but more on that later.

Here is a report from an insider.
Eva Moskowitz held a press conference today in our school- for free- all the while utilizing NYC DOE property (and our sound system) while blatantly refusing to follow DOE protocol. 

She did not obtain the proper permits for holding a press conference/rally inside the building, let in press without prior approval from the DOE and risked the safety and security of all the children in the building who were attending after-school programs when her staff opened the back doors of the building to usher in adults who never signed in with security- this includes those members of the press who most likely knew they would never have gotten past security!!!

Security officers stated that they were never informed that any meeting, rally, or press conference would be held inside the school building.  They had been notified that there would be one outside the building in the school yard. The head custodian was never notified of any such event.  The principal of the school- who is solely responsible for submitting all permits to the DOE was not notified as well.  


Each of the above-mentioned parties called their supervisors when confronted with the "impromptu" decision to move the event inside- all of whom stated that this was not in accordance to DOE protocols and should not be allowed. School Safety stated they would be sending more officers to the site to shut it down as we only had two officers on site and one was scheduled to leave at that time. It was not deemed safe for these officers to handle the situation on their own without back-up.  The Custodial supervisor was not happy and went to call his supervisor. The school's Network personnel requested that a public school staff member be present at this event (to perhaps witness any further assaults on DOE protocol/procedures??).  

Success Academy parents were in attendance not because they chose to be there but because their children were held captive so that their parents would attend. Success Academy staffers greeted parents arriving to pick up their children (at 4:30) and directed parents into the school's auditorium telling them they could not pick up their children until after this meeting. Many parents were furious and complained but to no avail. They would not get access to the children until Eva had their captive attention.
 


She then proceeded to persuade them that the de Blasio was closing one of their schools (interesting twist on not allowing more schools to open in space already occupied by existing schools.) Eva spoke to parents about her schools being the only successful schools- and the evil de Blasio stealing that away from parents- not allowing their children to get a real education. Because only she can provide a "real" education.  She then paraded out two black staffers (mind you- she is surrounded by almost all white staffers- everywhere) but parades out these two black staffers to speak to the parents- 99% of whom are black by my eyewitness account) to pressure them into attending Tuesday's lobby day in Albany. Her schools will be shut down that day- students missing an entire day of education- so that she can bring busloads of folks to Albany. I call this child exploitation- children should be in school learning- not spending half the day on a bus, paraded around the state capital, used as a pawn in one women's quest to monopolize and privatize public education.   

When the pre-event concluded, parents were ushed out to the school yard to attend a second "real" press event.

The event was kept short- probably knowing that she only had so much time before official were alerted and actually arrived on site- so that approximately 20-30 minutes after the event began- she moved everyone outside. 


Unfortunately- the DOE was unable (or maybe unwilling) to mobilize fast enough to stop this blatant disregard of protocol's set in place for all public schools- but apparently not for Eva. She will do anything to get more free space to run her schools- her own way- with no respect or regard for the same institution which feeds her.

here is the update from Farina. Good news is Eva is gone from her downtown beachhead at Bergtraum. And watch the Post scream about this one which they, probably tipped off, have been doing for days over that credit recovery sham with attacks on de Blasio over keeping failed schools open. Not that that program didn't come under the Bloomberg admin, but why would the Post bring that up?

What about the Eva bastions in Bensonhurst and Mill Basin? Politicians were screaming about it. I guess since Dominick Recchia got Dewey - his alma mata -- off the list he abandoned Seth Low? And what about the slugs at Coney Island prep who were slammed at the PEP hearings?

Good news on the PS 84K expansion to K-8 -- Eva is right down about 2 blocks occupying a middle school and competing directly with PS 84. This should help, especially if Eva is blocked from expanding that school to grade 8.

Dear Community Members,

We are committed to engaging more meaningfully with our school communities—nothing is more important than involving families in decisions affecting their children’s education. I am writing to share our process for reviewing the 49 space-sharing proposals that were approved last fall. 

The previous administration handed over these proposals—and we have had to review all of them under inflexible deadlines. While the circumstances for each proposal are unique, we identified clear criteria and we followed it. But more importantly, as enrollment deadlines approach, we considered the thousands of families that could be affected.  We were deliberate in our decisions and, under the circumstances we inherited, believe this is the best approach.

If there is one thing school communities should know, it’s this: we are going to do things differently. Today, we are turning the page on the approach of the past. We are going to listen and be responsive like never before, and that will be reflected in everything we do.

First, we do not believe new elementary schools should be opened on high school campuses. While there are examples where it can be effective, overall we have heard concerns from high school communities, as well as elementary level ones, about this practice. We believe high school campuses should serve high school students. On high school campuses, if we have several schools together, we can encourage them to share resources such as AP classes or a library.

Second, we want to ensure that all new schools have the resources they need to provide the services students deserve. Very small schools—under 250 students—may have difficulty providing the range of support needed to serve students effectively.

Third, we considered construction. We looked closely at proposals that would have depended on significant capital work to create space for the co-location, or those that required substantial dislocation to the existing schools within a building.

Last, we considered District 75 capacity. We will not reduce seats for these students.

When making these decisions, we considered families. We have many deadlines coming up—in sum, these 2014 proposals have an impact on up to roughly 4,500 students going through upcoming enrollment processes. With Round Two of middle and high school admissions approaching, rescinding many or all of these proposals would mean that students would be limited in their second round options. We aimed to be minimally disruptive to those existing processes and the families going through them.

Of the 49 proposals from last fall, we are sharing our decisions on 45 of them, all of which are for 2014 implementation. There were four proposals approved for 2015, and we are deferring any decision on these at the moment because the needs of the communities between now and the 2015 school-year may change. We want to listen to community concerns as 2015 draws closer. 
Of the 45 that we have decided on, we are withdrawing nine proposals and revising one. In line with the lens through which we reviewed the proposals, we are proposing alternative locations to open three of the schools whose proposals we have withdrawn in order to provide better building matches. From the nine proposals that will be withdrawn, we are able to propose better building matches for three of those schools, which will be described in two educational impact statements.
We will propose opening a 9-14 high school – previously proposed for the University Neighborhood High School – and a Career and Technical Education high school – previously proposed for Long Island City High School – at the Murry Bergtraum campus. If approved, that means that campus will serve only high school grades. We also propose to open a district high school on the August Martin Campus, which was originally slated to open on the Dewey Campus.

In addition, we will revise a proposal regarding American Dream Charter School. Rather than opening four sections per grade at building X030 in the Bronx, we are proposing that it open three to better fit the space available.

As you may know, we are initiating a new, meaningful engagement process. The buildings of the above-described proposals will receive walk-throughs from senior DOE leadership, the principal, and the SLT. We will also consult with the school community significantly - the engagement process for these proposals is going to look very different than it has in the past.

For the 35 proposals that will be implemented, we will host a meeting for each school community to discuss next steps, listen to, and engage with parents and educators.
